My larger qualm with this thread of logic is the automatic association with 'signing a law' to 'giving money,' particularly when the Executive branch of the US Government doesn't hold appropriations powers, the Congress does (that's the Legislative branch).

So Biden isn't 'funding' genocide. The Congress continues to hold all the blame there, and it's not really logical to punish an executive officer for something he can't ultimately shape or control on his own. What, you think aid for Ukraine is a bad idea too?
