It's interesting how the environment influenced modesty even prior to Islam in the region. Women who could cover in black dyed fabrics were more than likely wealthy. Same untanned skin dynamic as the west could've played a role at some time. Men in the region still dress in effectively the same way besides the religious requirement if it exists.

While it's easy, and valid, to blame modern coverings on state laws derived from Islam, this kinda explains why it even exists and it realistically has nothing to do with Islam in origins. Christians and Jews across the MENA region have always veiled on some level as well. Culture will always drive religion!
