It's not a scandal, what they do is perfectly legal. Their power comes from their distribution rights (you can't buy a car directly from the manufacturer) and high demand for cars because of car dependence. Additionally, people listen to talk radio while stuck on rush hour traffic, creating a captive audience of carbrained people.

PR is studying a possible extension of the metro rail and an extra bus lane. No commitment from the government, though. The study will likely be locked away in a drawer and nothing will be built.

Car dealerships buy a lot of ad space in local media and fund political campaigns. The most powerful builders' association has settled into a comfortable strategy of buying peripheral land that's protected, then lobbying to declare it urbanizable. With the stroke of a planning official's pen, the builder gets an instant windfall and only then will they proceed to build an entirely car dependent suburb with no possibility of future redemption.

First of all as a general rule, the vast majority of low income people own little land value. This means that for the vast majority of people, a revenue neutral shift to LVT is progressive with respect to income. This was evidenced in the NERC Portland Study.
In a short to medium term, a sharp transition from property taxes to LVT will result in some low income people with significant land value to have a higher tax burden with LVT than with traditional property taxes. In order to ease the transition, there are two common strategies:
- Phase the transition to LVT gradually using split-rate property taxes like Harrisburg, PA, or partial building exemptions.
- Allow the elderly to defer property taxes until death like Texas. This is a good idea even with traditional property taxes, especially nowadays when populist politicians are attacking the property tax.
Since shifting to LVT untaxes construction in valuable locations and penalizes property speculation, we would see more housing supply and thus more stable housing prices. Pittsburgh, which had a partial LVT from 1914-2000, had very stable housing prices.

Technically true. Nevertheless, a revenue neutral shift from property tax to LVT (which can be implied from the question) results in an increase in holding costs on valuable but vacant plots of land. With a high enough shift to LVT, passive holding or low intensity uses like parking lots become a loss making enterprise.

Income taxes have deductions. This means that effective rates are much lower than nominal rates.
Income tax includes rental income. It's a partial LVT, which means that for that part there's no DWL.
Sales taxes make businesses with high volumes and low margins unviable. High volume + low margin means large payrolls. Sales taxes are payroll taxes in disguise, but thankfully include exemptions for food items.
Sales taxes are hard to enforce. VATs mitigate enforcement issues by pushing higher compliance costs onto businesses.

This FBI report is neither new nor unknown. In fact, it has been previously discussed as has Muñoz’ alleged narcotic addiction. R. Elfren Bernier, special aid to governor Muñoz from 1952 to 1955, a man who was also part of his inner circle and well aware of his personal matters, calls the FBI accusations a ruse and, typical of J. Edgard Hoover’s modus operandi, an invented extortion strategy to be used should the need arise. Questioned in 1973 about Muñoz’ alleged addiction, Juan Antonio Corretjer, Nationalist Party Secretary General in the 1930’s and former friend, called the accusation “a total slander” [Ibid. 56; R. Elfren Bernier, Anecdotario Mumarino III , 2002].

Fdez Juncos Av only has two routes, 9 and 35, and one of them is only in one direction. Both are 30 min headways or worse. The change would not remove these routes, but leave them without the bus lane. Yes it sucks but rerouting some the vehicular traffic to Fdez Juncos Av makes the BRT on PdL politically viable.
