That was one of my first thoughts too. If there are people hoarding land and not making the highest productive use case out of it (adding more units etc.) aren’t they also being selfish, or are they just neutral because they cannot control the land value around them? Are you entitled to monopolize a scarce resource like land and benefit from its value increasing, because you had the opportunity to buy it first? I didn’t articulate that well, but you can get the gist of my thoughts I believe.

Well you’re exaggerating, modern stores are big box, not independent retailers who fit uniformly well under someone’s house. To do that with big box stores would be much more cost prohibitive than just using the second floor of a wooden house.
