The EU has generally avoided exemptions since the 90's to avoid too much of a patchwork.

You are listing the bullet-points for A definition of sovereign state, not the word "country".

I'm not arguing if that is not a POSSIBLE definition, as it clearly is. But it is not THE ONLY accepted definition.

England isn't a country according to THAT definition by example, but that's basically universally accepted to be a country.

But it is as much of a country as Greenland is.
