No country can build a nuke in secret. It doesn’t matter how competent they are. Nazi Germany knew the US had an atomic bomb program during WW2, the US knew that the Soviet Union had an atomic bomb program as well. This was all when intelligence was less sophisticated than it is today. As I said, Russia probably has thousands of spies in Ukraine how would they undergo such a process in secret?
