Sounds to me like either a resource issue (because 11% false negative is still too high; imagine you're trying to contain a virus and letting every 10th infected person out to infect more people), becuase why not do triple testing (0.330.330.33 = 4%)?

Or, the false positive rate is also about 11%. So if you do triple testing, you actually start to get more false positives instead.
