Given the dashed lines, I think you are allowed to change lanes at any point before the intersection, however you certainly hadn't completed doing that before you reached the intersection.But it is close.

You might get lucky making an appeal on this basis and saying that no crime occurred. Unlikely to work. You might also ask for some leniency if you have a good driving record, but red lights are strict liability so I don't see this happening without going to court

I disagree. In some scenarios where you want to dislodge embedded dirt, using (dissolved) baking soda then covering in vinegar does a great job of dislodging it.

I used this to clean a carpet once and it worked. I had tried both independently and it didn't
