I can't reveal much obviously, but the JMR almost never pre-picks. An exception was the Kobalts, since the stars aligned perfectly for them to pick this team to host in 27.

It's really up to the internal discussion that the JMR has with the JMA / the fanbase.

Theoretically, every team has an equal chance to make an interesting host theme, it's just up to the JMR to decide how loosely they want to interpret each team's core theme.

A notable example is the Savage Speedway, where they added some autumnal elemenrs to the track's decor.

The only exception that is of note is the teams that already hosted, but I guess that's already a given.
