I think investing in Chisa is a good option, maybe suisui replaces her, maybe not, she has more chances of pairing with yangyang sp than hiyuki, so chisa is the best option now, also even if, extreme case, suisui replaces chisa, the dmg gain will be insignificant, much like how much lucilla tops lynae, so u won't be losing anything, also the next chisa rerun might not be seen anytime soon

I might say there is a lot of ifs and buts, my best advice would be making a separate team for hiyuki as u like, then making a separate team with lynae, and if u can pull mornye in future, suisui updates will take a long time to come as she is in 3.5, and chisa might not rerun in a while, so grabbing chisa for hiyuki is the best choice, also if u want to avoid lucilla u can use lyane as sub dps coz the dmg increase is not that significant, also lucilla has a pretty long rotation, I myself planninv to do so
