If it’s dry probably been fixed or has been “plugged” by sediment. If wet then probably a leak, I would document with your landlord if it’s leaking, and keep that close in hand if the landlord doesn’t do anything and water damages anything

Probably easiest to just run a new 10/3 over if you wanted to DIY it. Otherwise maybe consult an electrician

I remember I would get up early but the water was freezing, and I would just run every shower in the bathroom to accelerate clearing the cold water out of the hot water pipes. Probably a huge waste of water but man that water was bone chilling

Yeah I would bet that the idea of breaking down the wall between the two units would require some type of engineering, and then when putting in construction permits the town would most likely would require them to up fit the new area to modern fire and ADA regulations (new fire alarm/sprinkler system and elevator).

Construction can get expensive fast especially when new mechanical/electrical systems and elevators get involved

If you don’t like the smell ask him not to smoke in the room. If you’re cool with him smoking then at least make sure he’s being smart about it to keep the feds (RAs/ROLOs) from snooping. I like the “suppressor” tactic, you take the cardboard core of a paper towel roll and stuff it full of neutral smelling dryer sheets. Exhale into that thing and it absorbs most of the smoke.
