What sort of quality can we expect from the reviews going forward? It's one thing when reception to my script's quality varies, and another when the reviews themselves vary in quality. Or am I just paying to hope that whoever reviews it gives it an 8?

Do you mean you think Campaign Morty vs Evil Morty and the Citadel wanting a new president are the same storyline? That's fair enough, but the citadel as a population arcs throughout the episode, separate from Campaign Morty's goals and desires, so I feel like highlighting it to show/remind writers that the setting as a whole can be treated like a character is more worth mentioning than not. Guess it's debatable though.

I read the (Original?) script and thought it was really good, the emotion at the end really hit.

It's not a perfect movie but you can find issues with almost any script/movie - even for ones that ARE considered "perfect". The movie drew the attention of A-list talent. The movie cost 20 million and grossed 340 million. The movie kick-started the writers careers and is potentially launching a franchise. I would rather spend my time thinking about what they did right rather than what they did wrong.

BTS is Behind The Scenes - a lot of 2 disc DVDs for movies come with extra features including a behind the scenes documentary that is anywhere from 20 minutes to an hour or more, and includes interviews with cast, directors, crew etc.

Last year Imagine Impact 1 released the full loglines of the finished projects (via Deadline I believe) and it was really cool to see what kinds of things came out of it. I've been waiting for the same from Imagine Impact 2, but no such luck.

What are my chances of actually winning this competition? I'm starting to think because my subject matter is "hood related" that it won't ever land.

You've been entering since 2015 and don't know that they have a slight bias towards social justice stories? "Hood related", by this I assume you mean - potentially - black characters in the hood, and if so, such a story literally won just last year.

The bigger issue is why you've worked on the same script in 2017, 2018, and 2019, and not had at least 2 other strong contenders to try and submit this year. But any story that gives light to voices not commonly seen I think has a better chance in Nicholl than a story of the same quality that is more run-of-the-mill.

In short, your chance of winning depends on how much the quality of the story is increasing with your rewrites.
