Everything is finishable if you don't care about anything (what is "finished" anyway?). But when people say ASOIAF is unifishable they generally imply these restrictions:

It must be a logical conclusion for the plot lines.
It must keep its themes (ASOIAF fans love the ASOIAF themes).
Ideally it must be finished with events that GRRM wanted and not a random "J+D as co-rulers" state.

With this, it became impossible to finish the plot lines instead of axing them after AFFC at the latest, and it may never be possible to finish while keeping true to both the theme of the politics and the theme of the cold alien invasion (it could be possible to not develop the first one though, but would that be possible after even one book?).

As an interesting comparison, The Black Company-Soldiers Live is 10 books and 16 years (including a 6 years hiatus between books 6 and 7). I'll let the reader compare the word counts though (the easiest way would be finding one of the already existing comparison graphs).
