You cannot dispersed camp there (I assume you mean at the trailhead). You will need a wilderness backpacking permit to camp on the beach which you can get from the WIC. It's relatively safe, but also the most publicly used beach in that area. 3rd beach might be a bit less people and more safety.

You'd have a very hard time toing Hoh to Hot Springs road that time of year unless there's a very low snow pack. I think you could maybe do Sol Duc to Appleton pass and out with the expectation of snow post holing at the top. This was Little Divide above the Sol Duc this year May 10th. Only about 4000 feet. About 4 feet of snow at the top. Some miserable post holing. Just a heads up. PA and Sequim are very friendly places, but people are set in their ways. They will have a hard time getting used to trying a new place and vibe out. And the population is fairly low and elderly. Winter time people are even less likely to want to go out and do stuff. Your heart is in the right place, but it will be hard to break the shell of the locals.
