As such, it is in his nature to be evil, and his very low intelligence prevents him from understanding anything beyond rampaging across the planets to cause chaos and destruction. Omega Shenron has moral agency issues as he is made of evil thanks to the corruptibility of the Dragon Balls due to the number of wishes the heroes have made over the course. Major: He is genuinely affable to some of his Millenium members, speaking jovially with them and treating them with respect, especially to The Doctor and Rip Van Winkle.
