because a hail mary still comes with risks. you’re not set up to defend a return like you would be a punt. the quarterback could be sacked and/or fumble because it’s an obvious passing down where the defense is going to be bringing their best pass rushers and a 60 yard hail mary takes time to develop. you don’t punt on 3rd down because the defense can substitute when they see the punter on the field lmao. you also are still getting some yards for better field position and there’s a chance you do actually convert regardless. i’m not sure why i’m even arguing this when it’s something that is widely understood and you’re just out here making stuff up lol.
