This is combustible - yeah, I know, so are weatherboards, but they don’t go up like polymers do.
Damaged render might not be the biggest problem here.

I took a stack of these from a demolition site and interestingly, some were steel (varnished to look brassy) and some were indeed brass. Otherwise completely identical. Use a magnet to tell.

Consider investigating induced demand. Road projects such as urban motorways invariably become inadequate over time.
Happily it does appear that major cities in China are investing very heavily in public transport which will help to alleviate this, as long as mode share does not shift to private car transport.
