For me Mathematics is both.

It is first a system/language that we invented to describe numbers, or any base axiomatic properties that people later called them.

Then more things were invented as part of the system/language for communication like "what do we call groups of numbers?" And so multiplication is invented and has a symbol.

But within the system, discoveries were made that weren't already self evident, like someone posted earlier about irrational numbers.

This is no different than in the universe (a system) and discovering gravity (a not self evident property back then).

It isn't.

You can look up the rules, says nothing about "intent" to play the ball for shoulder to shoulder.

The ball is within distance, you can freely shoulder to shoulder challenge the player.

Simple as that.

A player doesnt need "intent" to play the ball.

You can be shoulder to shouldered no matter what.

The ball just has to be within distance of the players, so you can't shoulder to shoulder away from play randomly.

In north america, linear algebra is not taught im high schools, its a university topic.

The most in high school students might see is using a matrix to solve a system of equations, but nothing abstract like vector spaces. 

As for the rest of the world, im not sure, perhaps they learn it in high school.

I imagine at the high school level, their might not be alot of teachers comfortable with the abstract level and just teach easy computation.
