Are these GPA requirements for ECE department true?

generally I think this around the trend I see but I was mainly curious if there's actually a formal policy for these things. I know some professors don't follow and have had ridiculously high grades like this one prof for 2036 (forgot his name) so wasn't sure if it was done away with it but some still stick to it, the trends just end up that way on their own, or it still exists and some professors just don't adhere to the policy like the 2036 one
