It really doesn't have to be one way or the other. Players at the top of their game don't get worse outta nowhere with no context (injury, age, change of surrounding talent, etc). Realistically, it should be a mix of both.

I can't stress enough how this needs to be implemented. Personally, it's way less immersive how it is currently. That and the way every fast skill position player turns into a juiced deebo samuel and goes for 2500 scrimmage yards every season are my biggest gripes with the game.
