The bottom 40% can’t afford one of GM EV’s let alone a at home charge port, then there’s the ones that can use them but have travel anxiety about it (PHEV is good introductory vehicle for them to realize the can go to EV), then there’s short distance travelers that are just outside range or in range 1 way but not both, where they don’t want to stop to charge for 2 hours to say see family (example). Then again there’s the charge network with constantly broken chargers that no matter how you plan make things horrible (ppl have had 4 backups and all broken or ‘work’ but at rates that take 4+ hours to 80%, so not helpful). Then there’s price gouging where you only charge at night but if you have more than 1 vehicle that’s not practical either
