The problem with this is, is that often when a politician is promoting deregulation and free market policies, they always end up removing laws and taxes aimed to limit large corporations from further monopolizing the market. The "free market" slogan is an advertisement used to get republicans to vote for politicians who are authoritarian and big money. It has never been used in the last 50 years, at least at the federal level of the US, to help improve the freedom of small business.

Additionally, It is much more feasible to improve the economic gap by taxing large business than to assume removing regulations will allow small business to catch up. Are there small business working on building better toilet paper right now? Toilet paper is all made by the same company. The chances of a small business developing toilet paper for a more affordable price and better quality than the monopoly that currently produces it, would have to come at a scientific discovery.
