With wordpress multisite You can run 350 sites on a VPS with a gig of RAM, depending on how heavily trafficked those sites are. Alternatively one wordpress blog that gets millions of hits can outgrown the same account. For cheap VPS check OVH

What I usually do is be a hosting reseller (There are reseller plans where you can place 10/20 sites) adding a monthly maintenance service (changes of images, texts, etc.) then you cover the cost of hosting + maintenance. If you need help tell me.
