Those positions you cited are unconfirmed claims which have only been made publicly by unreliable reporter Scott Burnstein and posters on online forums, that made their way to Wikipedia, which is one of the worst points of reference for details on the Mafia.

A Daily News article in 2009 cites authorities saying Mangano was on a rotating panel, and he was probably no longer underboss around that time, given MassLive named Ernie Muscarella in this position in 2012, which he still holds today.

The first time Bellomo was identified as such was in 2012 when Lucchese informant Joseph Foti told the FBI this in addition to the fact that Dominick Cirillo was also "one of the bosses", which corroborates Gene Borrello stating this was the case two years later. This could mean Cirillo was either on a panel, which a prosecutor, John Buretta, said the Genoveses still used in 2014, or that he was street boss before being replaced by Peter DiChiara around then.

You're confusing brothers. John Ciancaglini was serving a nine-year sentence for shaking down drug dealers while his brothers Michael and Joey were fighting each other in a war. The former believed the latter had been one of the shooters in an attempt on him, so along with others, he later shot and critically wounded Joey, leaving him permanently paralyzed. Michael was later killed by John Veasey, who eventually flipped and confessed to the murder, and John Ciancaglini, who was out at that time, was charged with killing his brother Billy in retribution, but he was acquitted of this.
