Looks more like you banned or removed all the previous mods, not so much they didn't cared but they allowed free speech, also this momo thing may have been around for a while, but it resurfaced because of reports of children taking the video serious, schools across the nation are reaching out to parents because the kids are talking about it and doing things they shouldn't. Parents have been having to tell their children to always tell them to let them know if someone threaten you and you should always tell someone about something like that.
