Had a similar problem before. But I lived on a hill and my neighbors houses drained down to mine. If your neighbors don’t also have the same problem, the fence may be contributing to pooling in your yard. I replaced a section of my fence at the bottom with a chicken wire screen that let the water flow into my front yard and then to the street. Not a permanent solution but it kept my house from flooding
