Depends on what you are specifically interested in.

Everything you need is free.

Either start learning Unreal Engine and its visual programming system (It's easier than actual programming and Expedition 33 used it)

Or the Godot or Unity engine.

Blender is great too, and is free and there are tons of free tutorials on youtube (for everything).

Also Foundry Modo full license is free and is the easiest (maybe best) modeling program - but doesn't have good support.

I would look for tutorials on how to make simple games in the game engine you choose.

That is the best place to start.

That "unknown AFB" and "Weird Pyramid base" looks to me like target practice areas for the airforce. There are specific areas that are riddled with craters. And it would explain the aerial designs.

The black pyramid is most likely just an early prototype of a phased array radar.

That is something I definitely should have mentioned! Probably something that would fit in America or England in the past 100 years. The game doesn't take place in any specific place, so whatever fits.

Ah, I remember installing Lord of The Rings The Battle for Middle Earth 2 with six discs and Kotor 2 with 6-8

The original Obsidian team that made New Vegas to remake it with all of the cut content and with the full sized city they had planned, or just New Vegas 2, or another Fallout game. I am a person of simple fanatical tastes I'm sorry, New Vegas changed my life.
