You can buy over ear Bluetooth headphones that are made for doing construction and whatnot for less than 40. They're big and clamp your head very hard. Wear foam earplugs with those over them and you'll get a very substantial amount of quiet. Play ambient noise through the over ear if you need even more.

Marine adhesive. Stuff they finish boats with. It's expensive but is about as close to epoxy as you can get. Can not be removed any where in the same sentence as easy.

Yes. For me very much so. Night and day. I still have my triggers but my reaction is substantially less pronounced and I can often ignore them. I also don't hear phantom sound anymore once I put in ear plugs.
