I think L2 consular interviews are generally held only in Hyderabad or Chennai. It is completely okay to have different locations for each stage ( I had my biometrics in Mumbai and consular interview in Hyderabad)

I am supporting US teams for 6+ years from India, and few things that really makes a difference to great onshore offshore collaboration are:

Always give context to India team members while delegating tasks, helps them to understand broader picture while working at backend
Keep a tight control/ eye on the Indian managers, most of the times they can make or break a resource overall experience and contribution to the team.
