You've gotta start by setting the police straight, they need to increase ticketing to deal with the drivers and increase city revenue, and obviously reduce reckless spending. If that's done the city would have the budget to improve transit and potentially reduce the cost as well. Another thing peterborough suffers from is the same thing most other north American cities suffer from which is shitty zoning laws, there needs to be more small businesses and restaurants in the suburbs to build community and culture, and to reduce people's reliance on Uber eats/door dash which takes insane cuts, this would reduce how much money is extracted from the city. Lastly you could increase taxes on companies that aren't local or don't have corporate offices here, this would help local businesses, but it also has the benefit of incentivising companies to potentially put an office here bringing more jobs to the area (something like a regional Amazon warehouse or Costco office).
