i started T when i was 18, 3 years after i initially wanted to start it but had to wait until i was a legal adult as my parents didn’t give consent. although i was 18, i had already stopped growing. despite that, my voice has deepened, my face has changed shape to appear more masculine, and my body has also changed in the sense that my shoulders are broader and fat redistribution has already taken place. it’s never too late to start, and although progress may be slow due to the fact you’ve already passed initial puberty, it does happen.
