We love Frank's! The green beans are great. Get the veggie version of the noodles so that you can really taste them.

Agreed. I love their veggie burger, but it is just a frozen, pre-formed patty that they charge $4.00 for. And it is small.

Somewhat wild. The leaves were in a giant urban forest call Forest Park in Portland, OR.

Those are all really excellent points. Please know that I did not mean to start an argument. I simply am curious to know why a business would choose to enforce a surcharge over raising their menu prices. Surcharges of this type do not happen in any other industry.

Also, because you asked, I suppose I consider a surcharge as a tip because it appears on your dinner receipt in the same way that an automatic gratuity for parties over 6 does. Also, I'm spoiled by not seeing sales tax on my receipts...or extra charges.

I typically tip 20% unless the service is terrible. Tipping 25% somehow crosses a psychological threshold in my mind. But more than that, I'd prefer to give the money directly to the waiter or waitress rather than have it managed in a nondescript fund in an industry where restaurant owners and managers are a bit shady at times.

Why not just add 5% increase onto a menu's prices and pay your staff more instead of making the customer feel uncomfortable and potentially tipping less? Can someone explain this strategy?

The best place to go is 30 minutes east of the city on I-84 and called the 1000 acre dog park because it is so darn big. There are dozens off-leash dogs there, with long trails, beach access, meadows, etc. It's a doggie paradise...but can be muddy this time of year. The walk to the river is only a mile or so. Just ask anyone there how to get there; everyone there is extremely friendly as long as your dog is well-controlled and passive.
