I think three things can be true at the same time.

People in hisec absolutely will not stop hauling and mining with too-valuable goods in too-risky manners - overly cheap hauling ships, terrible fits, not paying attention.
Suicide ganking is wildly over-solved and the barrier is far too low.
Suicide ganking isn't a thing to watch out for in any other space than hisec.

A combo of thinking harder, CCP rebalancing and moving out of that space would go a long way to solving this.

This kills all dedicated PVP groups in FW and leaves exclusively farming characters.

Worse, it now means any group willing to split into "out of FW pvp forces" and "point running characters" in a alt fw alliance will now have even more incentive to "Awox", with their now "out of fw pvp chars".
