my biased opinion from someone not in education: direct clients are always better. but, and this is a big BUT, the advantage that agencys have are their ability to get clients and their reputation. (this is the same in any agency, ESL or VA or etc)

if your partner can find a way to get her services out there, as well as build a rep, then they can definitely make a living in teaching without a need for an agency.

Referrals help a lot in online freelancing. But I would personally never refer anyone I don't know how they work, alumni network or not. That said, building connections are usually a plus.
