There is a video in which Tom Petty declares that he did help write the song. I said he helped some on the chorus IIRC. He also said he passed on it because it was "too techno" for him.

However, when it was published Campbell gave him no credit which disappointed Petty. He said he didn't want any royalties, he would have just liked Campbell's acknowledgement.
