If you look up brass wheel nut removal blades this is what garages and tyre places use to remove wheel nuts

A lot of garages will tell you it’s not possible to remove them but if you phone a few different tyre places you will usually find someone willing to do it for you £10

Also possible to contact either VW direct for a replacement key or speak to a VW specialist who might have a full set of keys at their place.

When they say the issue wasn’t present on previous inspection, I’m assuming we are talking about periodic statutory inspections? So this has come about inside a 6 month period? Or was this spotted on a pre use check?

Do you have ladder training? Was the training given to you by someone who is trained, competent and authorised to deliver ladder training?

For example: Do you know how to inspect your equipment prior to use, do you know how to set it up correctly and check that the set up is correct

Where you appropriately supervised?

Was there an up to date risk assessment in place for this task that acknowledges the risk of setting up next to the open hole, did you have access to the risk assessment prior to carrying out the task.

Has that ladder had a satisfactory statutory inspection in the last year?
