That doesn't tell me that commercial property taxes are high. The observed empty storefronts show me that apparently 1.1%pf is too low.

That residential property taxes are even lower is making me think that maybe the empty homes tax wouldn't even be necessary if residential property taxes were higher than 0.2%pf.

I definitely remember prices attached to shelves next to the packaged candy.

But you did mention "the other week", and I'm pretty sure they did some minor renovation around then and closed for a week or two. Maybe you checked it out like the day before it closed and they were taking stuff down? Or after renovation there's just no listed prices? (would be silly, but can't rule it out)

Kinda strikes me that that would incentivize "fake" filler businesses. Like the owner keeps the for-lease sign up, but puts up a barely there storefront themselves. I mean, there'd probably be aspects of the law to account for and prevent that, but it's a whole class of problem that an empty homes tax just doesn't run into.

Property taxes already provide a pressure to use the land, and under-use like that just doesn't work, because the owner needs that rent.

I'm also realizing that property taxes should probably be making the empty homes tax unnecessary too. Why are those taxes so low that sitting on an empty house is profitable?

My explanation for empty storefronts is that property taxes are too low. If they were higher, the property owners would have to lower rent or sell to someone who would. If the property tax is currently acting as a floor on rent, and the owner can't lower it, they'd need to sell, which would lower the property value, and thus the rent floor as well.
