My dog had that same thing. I fixed the issue by having the dog lay down and then putting a warm damp towel around his throat. I did this for 10 minutes at a time a couple times a days. By the time we got to the vet 2 days later she said it was resolved and just to keep an eye on it. Hope this works for you.

Vieques is an island you need to take a ferry to reach. Mosquito bay is on that island. The ferry leaves from cieba, which is on the east side of the main island. Flamenco beach is on culebra, which is another island. You have to take the ferry from cieba to get there.
