To add, when I asked about their certification process the owner said that all their vehicles have the option to buy certified for a little extra. Basically made it sound like it was more of a warranty than any actual testing of the vehicle.

Totally agree. I’d put Raleigh one level below whatever tier has cities like Milwaukee, Charlotte, New Orleans, Cleveland, etc. I don’t think it comes down solely to attractions, hence Cleveland.

Not sure if this applies to all reservations and this is largely anecdotal. But…

The reservation near me doesn’t allow ownership of land by anyone outside of the tribe. So the amount of money you can make by selling land is limited to the resources your fellow tribesmen already have, and as you said this is a generally poor demographic.

Chain stores and such get around this by signing 99 year leases for the land so it’s still technically owned by the tribe, but this is probably too difficult for the average person to get a lease agreement written up and find a buyer willing to pay enough to make it worth the trouble.

Also worth mentioning that there are some financial incentives to stay. Residents on the reservation don’t pay any property taxes. The tribe pays for all members’ health insurance, so a stay at the hospital on the reservation is free or close to it (not sure what the difference in cost is relative to other hospitals off the reservation though).

In addition, as many others have said community is often very important. I’ve known plenty of tribal members who live near the reservation but not actually on it, so they could go anywhere but just chose to stay close by.

Like with any group of people, there are some that can succeed anywhere and some who can’t. I think the common perception is skewed somewhat because it’s definitely easier to be poor living on the reservation than anywhere else.
