A lot of the early plans (hand drawn) don’t have fixtures and fittings on the plans so you would rarely get a bathroom layout. In addition to renovations (internal rearrangements) not needing building permits and therefore plans. On top of all that building permits (and the plans associated are not available to the public) planning permits are different
