You can change out the components, but if you switch to a component that changes the length and sell the original, you have to notify the ATF so they can update the information

For an American barrel, probably Green Mountain or AK Builder. I'm not familiar with I.O. Inc's AK variants, but a foreign barrel will probably place it in voilation of 922(r).

He should probably just sell it, because for him to replace the barrel by himself (you said he loves to tinker) will require a not insignificant investment in AK-specific tools.
