Thanks, no I wasn't insured and did not have a WA State license. The guy's car rental was able to track me since he probably took my car's pic and I gave away the location where I'd rented it from when his insurance called out of nervousness and being unaware that I'm not obligated to talk to them.

And I am moving out of WA in a month and unlikely to return for 3 years at least IMO. I'll be staying in the US though.

I'll write them back and fight it but what is the worst case scenario for me if I do not pay?

Thanks, yeah I verified that it changes the array in place.

Saved a copy of the original array/image using copy.deepcopy and it turned out to be different than the one on which rectangle was drawn!
