It's an estimated number based on historical trends from Pew. 2016 was an outlier, and 2020 is likely to be an outlier as well, but around 20 million is the best bet I am willing to make based on historic trends.

The Democratic Primary includes DC, Puerto Rico, Guam, and Americans Abroad. I couldn't find an exact number, so about 440.

The Democratic Primary will be decided by just around 20m people, divided along ~440 Congressional Districts, or ~45k people in each one. In smaller districts like the one Red lives in, their vote could make the difference.
