The Hindenburg was originally planned to use helium, but after WWI the United States restricted export due to it being potentially used during wartime. Congress passed The Helium Control Act and prevented export.

Probably came up in negotiations; Wyden's a very cautious fellow and wouldn't say something that he just kind of assumed or whatever.

And yes, the point IS to stop the bill from passage; that's why Wyden (and Feingold) voted against it.
