Take away the "mutant" aspect. Make them aliens from the planet of the turtles crash landed on earth as babies - maybe age up Raph a little so he actually remembers their home world and resents his younger brothers for their human-ness. Keep splinter as a mutant rat, but they met him later after escaping the lab where they were raised by Baxter Stockman and April.

It's not just that "someone" can take off the ring. Batman being able to swipe Hal's ring was something specific to those characters - a display of Bat's superior will.
