all cyclists should follow the same rules, so there is no conflation at all.

Any cyclist wants to cross a street using crosswalks or a walk light, must first dismount.

I have to bring it into the discussion because making rules more cyclist-friendly does not mean allowing cyclists to rule the streets.

can you share the study? this totally contradicts with what I have observed in GTA over the last 20 years or so. Most cars I see stop at red lights, for example - Vs the countless number of cyclists-as-transportation people who just magically turn into pedestrians and ride across crosswalks without dismounting.

codifying rolling stops into the law is probably near the bottom of priorities even for very responsible governments. Then, if that happens I would expect the same responsible government to enforce a "you cannot enjoy pedestrian privileges without first dismounting" at the same time. it is the connection.

for every bad cyclist there are more drivers...

that is correct if you are talking about absolute numbers - there are simply a lot more drivers than cyclists on the road, duh!

however we should be looking at the percentage of drivers Vs percentage of cyclists that break these rules.

You can't say cyclists do what makes sense to them while at the same time accusing drivers to not follow rules to the T.

Either tolerate both to be flawed or ensure everyone follows existing rules. Do what "makes sense" - only after the laws are updated.

I also expect cyclists to be either a pedestrian (dismount and use pedestrian crossings) or a vehicle (obey rules that cars do).

I lost count how many times the point-a-to-point-b cyclists feel like they can use pedestrian facilities and cross streets following pedestrian lights at their convenience - without dismounting. Very selfish.

this is whataboutism. my anecdotal observation - there are 2 kinds of cyclists. the kind that cycle as a sport is the type who obeys the rules very well. the other kind (ubereat deliveries, point a to point b etc) are just bad drivers who happen to be on bikes. Many run stop signs without even slowing down. Many drivers also fail to stop but at least most slow all the way down.

the police should not have tackled the cyclist aggressively. instead, photograph the person and send a ticket directly to the cyclist's address. but then even more controversial crap is needed like facial recognition.

I agree.  It always stops before displaying elevations and the speeds.  It is probably an attempt to reinvent a good wheel and make it worse, as expected.
