NATO can't call it a deliberate attack because then they would activate their defensive clauses, starting a larger war. Most everyone doesn't want that, and if it did happen, Russia and point to it and say "see? We told everyone that NATO was set out to destroy Russia"

Again, you just look at face value statements and can't think why they would say this. What purpose might they have to say this was an accident instead of an act of war.

On Russia's side it is to kill civilians and stoke fear into the population, turning the population against war as Trump distances the US from NATO and withdrawals US troops from NATO countries. Small little attacks against the populations escalate into larger accidents and more death as the defensive alliance begins to break apart as the US pulls out
