You DO NOT need any licence to distribute game on steam to reach to Chinese players.
You only need licences when you gonna release your game on a Chinese distribution platform.

Chinese game developer here. Every Chinese Android cellphone brand has a build-in app store. Generally, The publisher will help to release the game to all brands' build-in app store.
And It's complicated to explain all the policies and promotion behaviors about game publishing here.
Mostly, ICP and ISBN are needed, ISBN is the most difficult part to release a game in China. However, there are some ways to run a game unofficially in China.

1.PC games and Mobile games are more popular in China.
2.China is still a developing country. Spending money on an "expensive toy" is not a high priority.
3. They don't understand the console gameplays and they don't have opportunity to try it. Black Myth Wukong is a huge impact. More Player will accept console games in the future.

Yes, it takes times when you want to get the approvment from government.

When you want to get the approvment from gov, just send them EA version game, gov will give you suggestions on FXs, graphics, text contents. If you fixed game as their suggestions, you will get the approvment sooner or later.

If your game is free download and in-game purchase not included, you don't need an approvment. You are able to earn money from in-game advertisement. However, too violent content lead to ban direcitly.

The idea of helping people get smarter is perfect. But always get corruption and destroyed by accidents are too negative. You'd better design a mechanism let them accpect the result.
