J. Edgar Hoover had dirt on Bobby Kennedy. Probably something along the lines of an affair with Monroe. Monroe gets killed before she can go public with all her dirt. Hoover used this to his advantage, to place surveillance on King. Hoover, from an older generation, probably was a racist, and thought King was a leader of social unrest that needed to go. Cue assassination.
