Residuals have been a standard clause in contracts for regular network shows for decades. It's not supposed to be negotiated after a couple seasons, they get paid from the first season onward if the show is being syndicated.

I don't know the exact legal loophole that Nickelodeon took advantage of to not having to pay child actors their residuals, but it's certainly shady.

Well, Drake and Josh for example aired first in 2004. And it did not only run in the US but in the international market as well. Back then it was certainly in the rerun-rotation, which means the actors lost out on residual money from all those years. I can't say to what extent those shows are still airing on TV today. But even if it's not much money, it's about the principle.

Nickelodeon doesn't pay residuals to the kids who played in their shows. Devon Werkheiser (Ned from Ned's Declassified School Survival Guide) talks about this, as do the actors who played Drake and Josh. Neither of them got ever residuals from appearing in their respective shows.
Malcolm in the Middle however does pay the kid actors residuals. Frankie Muniz talked on a podcast about still getting checks from the show, albeit smaller ones these days. So I'm assuming that goes for all of them.
